Milled rice could essentially be called white rice. Unlike typical brown rice, which has only the husk removed, it also has the rice bran layer and the germ of the rice removed. This tends to make for fluffier rice, that is usually white to light yellow in color.

Milled Rice specifications for Grades 1 & 2 & 3
COOKING INSTRUCTIONS
Measure 2 part water to 1 part rice Bring water to boil. You may choose to add a pinch of salt. Add rice and let it simmer without peeking or stirring for 15 minutes. Let the rice rest covered. Fluff the rice with a fork and its ready to serve.
